Report Chart is a standard Lightning Component included in with Lightning App Builder. No need to install - find it in Lightning App Builder in Setup. It provides the chart from reports in your account. Lightning App Builder can easily select the right report for your app, and allow the app user to refresh that data anytime. The chart refreshes if its report data is more than one day old. In the component properties, you can choose to display a refresh button to enable users to refresh the chart.
