Develop Custom Code for Web-to-lead Attachments

I want my clients to have the ability to add attachments to the web to lead form and then having the attachments entered in to Salesforce at the time the Lead is submitted. I know it is possible with API and some custom-code. I assume there is already code out there so it should not be a tough job. Thank you.
