Salesforce - Twilio Integration

We need development help to build an automatic call solution from Salesforce. Our business case: we must make a phone call to a customer when certain conditions apply concerning the product the are using We ship our products, the client uses for a number of days, then they are supposed to return it to us. If they have been using the product for longer than 21 days, we would like to send them a Voice reminder to return the product. We think Twilio can play a role here, and we are looking for someone who can helps us with the development of the solution
