Architectural Layout - Setup - Admin - Implementation

We are looking for a Certified Salesforce Developer (DEV401) in a freelance capacity to assist in developing the architectural layout: web form build, workflows, implementation, reporting and documentation of an applicant/student tracking system within a pre-existing Salesforce environment. With possible webservice coding involved to speak with separate Salesforce organization. You will work at your own facility so you can be located anywhere in the world. Note however we are located in Syracuse, New York so preference will be given to those in a compatible time zone (we are Eastern, UTC -04:00).
