Build A Quote Request system for multiple vendors

We are a car quote service. We need 1-10 quote requests sent out to car dealers when ever we tender a new car. (we buy about 100 a month) These dealers then respond with their quote. * A confirmation goes to the client we are representing and to the dealers participating. (these must be easy to both send and not send when we are tendering. * The quoted prices back will be compared and the winner (if the client accepts) will then get an order from us. *The quotes should be all saved so we can build a database of car prices. * the dealers need a ranking or score based on how many quotes they win. (by being cheapest) * the tenders included. Make, Model, Varient, accessories, options, registration requirements, state, colour, comments, brokers name. the dealer details we have. * must be an attractive interface and easy to use. Must also have a quote comparison so ew can quickly check old quotes and make sure we are not getting dud prices!
