Custom Contact Lookup Controller

Hi. I would like to create a custom contact lookup controller. Similar to the one in the below link. http://blog.jeffdouglas.com/2011/08/12/roll-your-own-salesforce-lookup-popup-window/ However, this one will allow you to look up an account and create a new one on the fly. What I want is to modify this controller and VF to look up a contact related to an account. If one does not exist, create the contact. The reason why is because we are using "Quick Create". Yes... I know... but we need a way to create a contact on the fly (within an existing record) while enforcing required fields. I feel this is the best way to accomplish this. If you have any other ideas, please let me know. My budget is flexible, so please let me know what it would take. You have full access to my sandbox and I pay 50% up front and 50% upon completion.
